HON. BASHIR ZUBAIRU USMAN: A Distinguished Public Servant and Representative of Birnin-Gwari/Giwa Federal Constituency

A Literary Tribute to Leadership, Legislative Service, and Political Loyalty

By Hon. Ibrahim Sani, BSc

Hon. Bashir Zubairu Usman brings to the National Assembly a wealth of political and legislative experience. His earlier service as Speaker of the Kaduna State House of Assembly during the administration of Governor Ahmed Mohammed Makarfi remains an important chapter in his public-service journey – a background defined by dialogue, legislative procedure, negotiation, and the balancing of competing public interests.

Today, his mandate connects the people of Birnin-Gwari and Giwa directly to the federal legislative process, providing a platform to advance their concerns and contribute to national discourse on security, development, education, healthcare, and economic growth.

Legislative Contributions: Investing in the Future

One of the true measures of legislative service is found in the bills and motions that respond to the needs of the people. According to publicly available National Assembly records, Hon. Usman has sponsored two critical bills for his constituency.

The first is a Bill for an Act to Establish a Federal Medical Centre in Birnin-Gwari through an amendment to the Federal Medical Centres Act. Its significance lies in its potential to expand access to specialised healthcare, reduce the hardship of seeking treatment far from home, and strengthen the health security of the area.

The second is a Bill for the Establishment of a National Vocational Centre in Birnin-Gwari. This initiative speaks directly to youth empowerment, skills acquisition, and economic self-reliance. By equipping young people with practical and technical skills, it seeks to create pathways to employment, entrepreneurship, and sustainable rural development.

While a legislative proposal must still undergo approval, funding and implementation, these initiatives reflect a clear understanding of the constituency’s most urgent human development needs.

The People’s Mandate: Security, Agriculture and Opportunity

Birnin-Gwari and Giwa desire safer communities, better roads, functional education and healthcare, agricultural advancement and economic opportunities. For Hon. Usman, effective representation means keeping these concerns at the centre of federal engagement.

He has continued to lend his voice to the critical issue of peace and economic recovery. The flag-off of the reconstruction of the Kaduna-Mando-Birnin Gwari Road by the Federal Government in August 2026, described by the Federal Ministry of Information and National Orientation as a strategic investment to boost commerce, agriculture and security, is a federal initiative whose successful completion will be transformative for the constituency.

Similarly, agriculture, which remains the mainstay of his people, requires improved rural connectivity, markets and storage, while education and vocational training remain key to securing the future of the next generation.

A Record of Experience and Loyalty

Hon. Usman’s journey from Speaker of a State Assembly to Member of the House of Representatives illustrates growth within legislative institutions and respect for parliamentary democracy.

As a loyal member of the All Progressives Congress, he won his seat in 2023 on the platform of the APC and has maintained constructive cooperation with the party leadership and with Senator Uba Sani, the Governor of Kaduna State. He understands that sustainable development is not the work of one individual, but the product of institutional coordination, collective responsibility, and community participation.

Conclusion: A Legacy Built Through Service

The enduring story of a public servant is written not merely in titles, but in the relationship between responsibility and results.

Honourable Bashir Zubairu Usman represents experience, service, and public responsibility. His legislative initiatives on healthcare and vocational education provide a solid foundation for continued engagement, and his loyalty to the APC remains a model of responsible partisanship.

As the 10th National Assembly continues its work, we acknowledge his position as the representative of Birnin-Gwari and Giwa and encourage continued dedication to constructive legislative engagement, accountability, and the advancement of constituency priorities.

A Mandate to Respect. A Record to Strengthen. A People to Serve. A Future to Build.
