Breakdown of Top and Bottom Performers
Below is a summary of IGR performance by category:
PAYE Tops Tax Revenue Sources
The NBS report explained that total IGR is made up of two broad categories — Tax Revenue and Revenue from Ministries, Departments, and Agencies (MDAs).
Among the tax categories, Pay As You Earn (PAYE) remained the dominant source, contributing ₦1.86 trillion, or 69.84% of total tax revenue.
Other tax types included direct assessment, road taxes, stamp duties, capital gains tax, withholding tax, and local government revenues.
Capital gains tax accounted for the least revenue, with ₦10.57 billion recorded in 2024.
Analysts Hail Rising State Fiscal Capacity
Economic analysts have lauded the sharp increase in state-level revenue generation, describing it as a positive indicator of sub-national fiscal strength and improved tax compliance.
They, however, urged states to diversify beyond PAYE and strengthen internally generated industrial and service revenues to ensure sustainable growth amid declining federal allocations.
