A passenger at Lagos Airport has been accused of assaulting an official of the Nigerian Civil Aviation Authority (NCAA) over a baggage issue.
The individual, identified as Mr. Ibok Maurice Ibok, reportedly became aggressive after his luggage failed to arrive on a Royal Air Maroc flight. The NCAA’s Director of Public Affairs and Consumer Protection, Michael Achimugu, confirmed the incident in a statement on Saturday.
“Earlier today, Mr. Ibok Maurice Ibok, a passenger whose luggage was not delivered on his Royal Air Maroc flight (short-landed baggage), exhibited aggressive behavior and threatened a Consumer Protection Officer (CPO) in Lagos,” the statement read.
Achimugu disclosed that the officer, who had previously experienced physical assault, attempted to maintain a safe distance from the passenger while urging him to calm down before addressing his concerns.
“In a shocking turn of events, a staff member of another aviation agency, allegedly an Assistant General Manager (AGM), was seen supporting the passenger’s outburst rather than helping to de-escalate the situation,” Achimugu added.
He emphasized that NCAA staff are not service providers but mediators tasked with resolving complaints and ensuring compliance with aviation regulations. “Nobody has the right to attack NCAA personnel, regardless of the circumstances,” he said.
The NCAA’s legal department is set to pursue legal action against Mr. Ibok, while the implicated AGM will be reported to their agency’s management.
Achimugu further stated that Royal Air Maroc is currently under enforcement action by the NCAA for previous violations, and a thorough investigation into this incident will be conducted to determine appropriate measures.
He reiterated the commitment of the Honourable Minister of Aviation and the NCAA Director-General to safeguarding the rights and safety of their staff. Passengers are urged to adhere to the provisions of the NCAA Regulations 2023.
“The NCAA remains resolute in protecting the rights of all stakeholders while ensuring a harmonious aviation environment,” the statement concluded.
